Creates the CalWORKs Educational Opportunity and Attainment Program providing monthly education incentive grants of $100 for high school diploma/equivalent, $200 for associate's degree or career technical education program, or $300 for bachelor's degree if completed while receiving CalWORKs assistance.

Requires recipients to submit evidence of educational program completion to their county, which must verify completion and increase the recipient's monthly cash grant accordingly.

Limits eligibility to educational programs included in the recipient's welfare-to-work plan, offered by accredited institutions, and completed while receiving CalWORKs assistance.

Prohibits recipients from receiving the same education incentive grant after losing and then restarting CalWORKs benefits, but allows eligibility for higher-level education grants achieved during future CalWORKs receipt.

Appropriates $20,000,000 from the General Fund to the California Community Colleges Board of Governors to fund counseling services, job development, and workstudy positions for CalWORKs recipients.
