Amends Section 65580 of the Government Code to make technical, nonsubstantive changes to legislative findings regarding housing availability and state/local government responsibilities.

Reaffirms that housing availability is of vital statewide importance and that decent housing for all Californians, including farmworkers, is a highest priority.

Requires cooperative participation between government and the private sector to expand housing opportunities and accommodate housing needs across all economic levels.

Establishes that local and state governments have responsibility to use their vested powers to facilitate housing improvement and development for all economic segments of the community.

Recognizes that local governments must balance housing needs with economic, environmental, and fiscal factors while cooperating with other local governments and the state on regional housing needs.
