Prohibits counties from assessing overpayments for the month following a change in income or household composition if the recipient reported the change and the county failed to provide 10 days' notice of termination or reduction before the first of the month following the change.

Requires the State Department of Social Services to issue an all-county letter or instruction by July 1, 2017 and adopt implementing regulations by July 1, 2018.

Applies to CalWORKs recipients who must report income changes exceeding an established threshold within 10 days and to assistance units without eligible adults that must report household composition changes within 10 days.

Excludes the continuous appropriation from the General Fund from being used to fund the bill's implementation, making it subject to state mandate reimbursement provisions if the Commission on State Mandates determines costs are mandated by the state.
