Requires California State University Trustees and University of California Regents to set undergraduate tuition and mandatory systemwide fees for each incoming first-year class

Prohibits tuition and mandatory systemwide fees from increasing for a cohort except after at least four academic years have passed or to reflect Consumer Price Index changes from the previous academic year

Exempts students on military leave of absence from the tuition increase exceptions, meaning their rates remain frozen during service

Adds Section 66025.4 to the Education Code as part of the Donahoe Higher Education Act
