Requires the Department of Motor Vehicles to provide voter registration records to the Secretary of State only for applicants who have submitted proof of United States citizenship, in addition to proof of authorized presence in the US.

Changes voter registration from an opt-out system (where applicants are registered unless they decline) to an opt-in system requiring affirmative agreement to register during a DMV transaction.

Prohibits the Secretary of State from registering a person to vote unless their DMV records show they affirmatively agreed to registration and attested to meeting all voter eligibility requirements including citizenship.

Allows the Secretary of State to use DMV records for outreach and education purposes before all implementation conditions are certified, with materials provided in languages required by the federal Voting Rights Act of 1965.

Excludes applicants who received driver's licenses under Section 12801.9 of the Vehicle Code (for those unable to prove authorized US presence) from the voter registration program.
