Requires every service station to display a sign showing applicable state and federal fuel taxes per gallon of motor vehicle fuel at the dispensing apparatus or point of sale.

Adds requirement for service stations to display the average per-gallon cost of gasoline and diesel fuel as annually calculated by the State Energy Resources Conservation and Development Commission in consultation with the Legislative Analyst's Office, based on refiners' compliance with market-based compliance mechanisms.

Maintains existing requirements for service stations to provide free water, compressed air, and air pressure gauges to customers purchasing motor vehicle fuel.

Maintains existing requirements for service stations located within 660 feet of interstate or primary highways to provide free public restrooms during business hours.

Establishes that no state reimbursement is required for local agencies or school districts under Article XIII B of the California Constitution because any costs result from creating a new crime or infraction.
