Requires the Department of Motor Vehicles to electronically provide voter registration records to the Secretary of State only if applicants have submitted proof of United States citizenship.

Specifies that records provided include name, date of birth, address, digitized signature, telephone number, email address, language preference, party preference, and vote-by-mail status.

Allows the Secretary of State to use records before full implementation for voter outreach and education materials, which must be provided in languages required by the federal Voting Rights Act of 1965.

Prohibits the Department of Motor Vehicles from providing records for individuals who apply for driver's licenses under Section 12801.9 because they cannot prove authorized presence in the United States.

Implementation shall not begin until the Secretary of State certifies that California has a compliant statewide voter registration database, appropriate funding has been appropriated, and required regulations have been adopted.
