Authorizes the Fair Political Practices Commission and the Board of Supervisors of Orange County to enter into an agreement for the Commission to administer, implement, and enforce Orange County's local campaign finance ordinance.

Grants the Commission authority to provide advice, investigate violations, and bring administrative and civil enforcement actions without requiring authorization from the Orange County district attorney.

Requires Orange County to consult with the Commission before adopting or amending any local campaign finance ordinance enforced by the Commission under this section.

Mandates the Commission submit a report to the Legislature by January 1, 2019 regarding the agreement's performance, including cost savings, performance metrics, public comments, and legislative recommendations.

Takes effect immediately as an urgency statute to implement Measure E, approved by Orange County voters in November 2014, which authorized the county to contract with the Commission for campaign finance ordinance enforcement.
