Establishes a State Seal of STEM to recognize high school graduates who have attained proficiency in science, technology, engineering, and mathematics fields.

Requires recipients to maintain a 3.0 GPA in STEM courses, complete four year-long courses each in mathematics and science (with up to one math course potentially satisfied by computer science), and meet specified benchmarks on advanced placement exams, SAT subject tests, international baccalaureate exams, concurrent enrollment college courses, or state-standards-aligned science and mathematics assessments.

Directs the Superintendent of Public Instruction to prepare and distribute insignia for participating school districts to affix to qualifying students' diplomas or transcripts, with school district participation being voluntary.

Prohibits charging fees to pupils for receiving the State Seal of STEM and requires participating districts to maintain records identifying seal recipients.

Becomes operative only after data from statewide administration of state science assessments aligned to California Next Generation Science Standards are available and becomes inoperative July 31, 2024, with repeal on January 1, 2025, unless extended by later legislation.
