Authorizes the Administrative Director of the Division of Workers' Compensation to appoint qualified medical evaluators in neuropsychology by establishing specific certification and experience requirements.

Allows psychologists certified in clinical neuropsychology by recognized boards or those with a doctoral degree in psychology, at least two years of specialized neuropsychology training, and five or more prior agreed medical evaluator appointments in neuropsychology to serve as qualified medical evaluators.

Expands recognition of medical residency and fellowship training programs to include those accredited by predecessors to the Accreditation Council for Graduate Medical Education.

Establishes legislative findings that neuropsychologists are necessary in California's workers' compensation system to evaluate traumatic brain injuries in injured workers, consistent with requirements for high school athletes.

Takes effect immediately as an urgency statute to restore neuropsychologist recognition after the Division of Workers' Compensation had abolished that specialty category.
