Expands the Low Carbon Transit Operations Program to allow funding support for operating existing bus or rail service when a transit agency declares a fiscal emergency, in addition to current support for new or expanded services.

Requires transit agencies requesting emergency operating funds to demonstrate that service reduction or elimination would occur without the funds and that such reductions would increase greenhouse gas emissions.

Limits emergency operating assistance to a maximum of three consecutive funding years, with agencies required to declare a fiscal emergency each year they request funds.

Requires that at least 50% of program funds for transit agencies serving disadvantaged communities be expended on projects or services benefiting those communities.

Authorizes the Department of Transportation, in coordination with the State Air Resources Board, to develop guidelines for demonstrating compliance with program criteria and establish reporting requirements for funded transit agencies.
