Requires local educational agencies to provide translated copies of individualized education programs (IEPs) and revisions to parents/guardians/educational rights holders in their primary language within 60 days of IEP team meetings, upon request.

Mandates translation of specified documents discussed at IEP meetings, including present levels of achievement, FAPE rights, meeting notes, goals, and staff progress reports, within 60 days if requested.

Requires translations be completed by qualified translators proficient in English and the non-English language, meeting testing/certification standards for accuracy, confidentiality, and completeness.

Directs the State Department of Education to revise procedural safeguards notices in English and primary languages to inform parents of their right to request document translations.

Establishes state-mandated local program with provisions for reimbursement to local agencies and school districts through Part 7 of Division 4 of Title 2 of the Government Code if Commission on State Mandates determines costs are state-mandated.
