Transfers $1 billion annually from the Greenhouse Gas Reduction Fund to the Retail Sales Tax Fund beginning in fiscal year 2016-17, subject to conditions that remaining fund proceeds and local transportation revenues each equal or exceed $1 billion.

Continuously appropriates $1 billion annually from the Retail Sales Tax Fund in years when transfers occur, with 50% to the Department of Transportation for state highway maintenance and 50% to cities and counties for local street and road purposes.

Designates transferred revenues as part of local transportation fund allocations under existing law, subject to constitutional restrictions on the Bradley-Burns Uniform Local Sales and Use Tax Law.

Requires legislative findings confirming the transfer complies with Article XIX A of the California Constitution and maintains the percentage of sales tax allocated to local transportation funds at 2008 levels.
