Requires the State Department of Social Services to convene a workgroup by February 1, 2017 to develop recommendations for delivering water benefits to low-income households with inadequate access to safe drinking water.

Workgroup must include representatives from the State Water Resources Control Board, Department of Water Resources, Office of Emergency Services, County Welfare Directors Association, and community advocates.

Workgroup shall develop recommendations for benefit design, eligibility criteria (including households in disadvantaged communities with noncompliant water systems, those in emergency drought-eligible areas, and those with failing private wells), and implementation plans using the electronic benefits transfer system where possible.

State Department of Social Services must submit report with workgroup recommendations to the Legislature and California Health and Human Services Agency by July 1, 2017.

Chapter becomes inoperative July 1, 2021 and is repealed January 1, 2022 unless extended by later statute.
