Adds Section 718 to the Public Utilities Code requiring the Public Utilities Commission, State Energy Resources Conservation and Development Commission, Independent System Operator, and State Air Resources Board to review and evaluate policies for expanding 21st century infrastructure until January 1, 2020.

Directs agencies to develop an interagency permitting committee to reform and modernize infrastructure permitting and review processes.

Requires agencies to strengthen dispute resolution mechanisms to quickly resolve conflicts and prevent interagency disputes from delaying projects consistent with state policy priorities.

Mandates agencies identify and evaluate duplicative, burdensome, or unnecessary requirements, permits, or processes for potential elimination without jeopardizing safety or grid reliability.

Section 718 automatically repeals on January 1, 2020, unless a later-enacted statute extends or deletes that date.
