Establishes a pilot project authorizing judges in participating counties to impose monetary sanctions up to $1,500 on impaneled jurors for knowing violations of lawful court orders without good cause or substantial justification, supported by clear and convincing evidence.

Requires the Judicial Council to solicit participation from a representative sample of courts by July 1, 2017, considering factors such as size and geography.

Mandates that monetary sanctions be deposited into court accounts and distributed according to existing fee and fine distribution procedures, with remaining amounts going to the Trial Court Trust Fund and other required funds.

Requires the Judicial Council to evaluate the pilot project's effectiveness and report findings to the Governor and Legislature by January 1, 2021, including whether sanctions affect prospective juror reporting rates.

Automatically repeals the pilot project on January 1, 2022, unless the Legislature extends it with a statute enacted before that date.
