Amends Section 49077 of the Education Code to align California law with federal Family Educational Rights and Privacy Act (FERPA) regulations regarding disclosure of pupil records in response to court orders and subpoenas.

Requires educational agencies and institutions to disclose pupil information in compliance with court orders or lawfully issued subpoenas, but exempts them from advance notification requirements when disclosure is ordered by a court to be kept confidential (grand jury subpoenas or law enforcement subpoenas).

Establishes that notification to parents/guardians and pupils in advance of disclosure is not required when the court or issuing agency has ordered that the existence, contents, or furnished information related to the subpoena remain undisclosed.

Designates the notification exemptions as consistent with 34 Code of Federal Regulations Section 99.31(a)(9)(ii) to ensure state law compliance with federal FERPA requirements.

Specifies that no state reimbursement is required for this act as it implements federal law and results only in costs mandated by the federal government under Government Code Section 17556.
