Expands the California Health Facilities Financing Authority to include for-profit skilled nursing facilities in its loan financing program, adding them to the definition of "participating health institutions."

Expands the California Health Facility Construction Loan Insurance Law to allow for-profit corporations operating skilled nursing facilities to apply for state insurance of construction, improvement, or expansion loans.

Establishes funding priorities for skilled nursing facilities through January 1, 2024, with first priority to facilities where at least 95% of patients are Medi-Cal beneficiaries, followed by facilities constructing new facilities or increasing bed capacity, then facilities with at least 65% Medi-Cal beneficiaries.

Requires the Authority and Office of Statewide Health Planning and Development to document the number of skilled nursing facilities funded and report how access to skilled nursing services for Medi-Cal beneficiaries has increased.

Makes appropriations from continuously appropriated funds to expand the purposes and eligibility of both the California Health Facilities Financing Authority Fund and the Health Facility Construction Loan Insurance Fund.
