Requires the Department of Consumer Affairs to engage in a stakeholder process by January 1, 2020 to update policies and remove barriers to earn and learn training programs in allied health professions.

Stakeholder process must include allied health licensure boards, Division of Apprenticeship Standards, California community college representatives, California Workforce Development Board, and State Department of Public Health.

Addresses issues including prelicensure classifications that allow students to gain supervised workplace experience before obtaining licensure and wage payment during training programs.

Department must ensure existing consumer protection standards are maintained throughout the stakeholder process.

Department must share any identified statutory barriers with relevant legislative committees.
