Authorizes the Department of Motor Vehicles to enter into interstate carrier partnerships to provide electronic vehicle registration services.

Interstate carrier partners must agree to provide electronic registration services, maintain apportioned registration documents, and demonstrate International Registration Plan knowledge proficiency.

Allows contractual agreements with three types of partners: registration services, vehicle leasing/rental companies, and motor carrier associations.

Authorizes the department to adopt regulations regarding program administration, fees, financial responsibility, compliance, oversight, privacy safeguards, and performance standards.

Permits the director to establish maximum fees that interstate carrier partners may charge customers for providing registration services.
