Sets the statewide implementation date for the California In-Home Supportive Services Authority to assume employer responsibilities as January 1, 2016, replacing the previous conditional date tied to Medi-Cal managed care enrollment.

Removes provisions making implementation of the In-Home Supportive Services Employer-Employee Relations Act and related wage/benefit laws contingent on the Coordinated Care Initiative generating net General Fund savings.

Repeals Section 12302.25 of the Welfare and Institutions Code, which previously required counties to establish employers for IHSS providers under the Meyers-Milias-Brown Act.

Modifies the definition of "Coordinated Care Initiative" to exclude IHSS employer-employee relations provisions, the Statewide Authority, and county maintenance-of-effort funding requirements from the condition that makes provisions inoperative if net General Fund savings are not achieved.

Clarifies that IHSS recipients retain the right to hire, fire, and supervise individual providers and ensures these labor relations provisions remain operative regardless of whether the broader Coordinated Care Initiative generates expected savings.
