Amends Section 116271 of the Health and Safety Code to clarify the State Water Resources Control Board's authority over drinking water programs previously managed by the State Department of Public Health

Deletes obsolete subdivision (l) regarding the operative date of July 1, 2014, and replaces references to "the operative date of this section" with the specific date "July 1, 2014" throughout the statute

Changes "grants" to "grant" in subdivision (c) regarding federal Drinking Water State Revolving Fund capitalization grants

Makes nonsubstantive technical corrections to existing law without changing substantive powers or responsibilities of the State Water Resources Control Board

Requires majority vote; contains no appropriation or fiscal committee impact and does not create a state-mandated local program
