Appropriates $1,500,000 from the General Fund to the Department of Corrections and Rehabilitation for allocation to Alameda, Los Angeles, Monterey, Riverside, and Santa Clara counties to implement pilot programs providing reentry services and support to persons released from county jails.

Requires pilot programs to include support services for parents, culturally relevant mentorship programs, youth advisory councils, leadership opportunities, mental health services, and county oversight committees.

Mandates service providers demonstrate proven track records in culturally based programming, support for family strengthening and character development, and ability to provide services both before and after jail release.

Requires each participating county to conduct a study and submit a report to the Legislature by January 1, 2022, evaluating the effectiveness of its pilot programs.

Establishes legislative intent to support culturally competent programs that increase family contact during and after imprisonment, promote fatherhood involvement and family reunification, and decrease risks of violence and trauma for children of incarcerated persons.
