Requires health care service plans and health insurers to include a statement in disenrollment notices (effective January 1, 2018) directing individuals to the Office of the Patient Advocate's website for information on low- or no-cost health care and prescription medicine programs.

Mandates that the Department of Insurance, Department of Managed Health Care, Office of the Patient Advocate, and California Health Benefit Exchange jointly develop the required statement by July 1, 2017.

Specifies that the statement must note these programs may not satisfy the federal Patient Protection and Affordable Care Act's individual mandate requirement.

Exempts specialized health care service plans, Medicare supplemental plans, specialized health insurance policies, and excepted benefits coverage from these notice requirements.

Establishes that no state reimbursement is required for local agencies or school districts under Article XIII B of the California Constitution because any costs result from changes to crime-related provisions.
