Authorizes county offices of education and consortiums of public school districts to receive compensation for participating in Public Utilities Commission proceedings involving gas or electricity rate changes affecting K-12 educational agencies.

Compensation covers reasonable advocate's fees, expert witness fees, and other reasonable costs of preparation and participation in commission proceedings.

Requires consortium representatives to have no direct financial interest in the commission proceeding for 2 years before filing comments and 2 years after the proceeding's resolution.

Finds that local educational agencies experience disproportionate impacts from energy rate increases and often cannot afford intervention costs without using funds designated for educational programs.

Excludes state, federal, or local government agencies and entities established by local governments for the purpose of participating in commission proceedings from the definition of eligible "customers."
