Establishes the Responsible Beverage Service (RBS) Training Program beginning July 1, 2020, requiring alcohol servers to complete accredited RBS training within 3 months of employment and every 3 years thereafter

Requires RBS training courses to include at least 4 hours of instruction covering alcohol's impact on the body, state alcoholic beverage laws, intervention techniques to prevent underage/intoxicated service, and management policies

Mandates at least one RBS training course cost no more than $15 and be offered in Spanish; requires the Department of Alcoholic Beverage Control to publish an approved list of training providers by January 1, 2020

Requires nonprofit organizations with temporary daily licenses to designate persons to receive RBS training before events and remain on site during the event

Specifies that violations are subject only to civil and administrative penalties beginning July 1, 2020, and requires licensees to maintain compliance records
