Department of Toxic Substances Control must publish guidelines by January 1, 2018 for voluntary local Healthy Nail Salon Recognition (HNSR) programs in cities and counties.

Guidelines must include lists of prohibited chemicals (dibutyl phthalate, formaldehyde, toluene in nail polish; methyl ethyl ketone or toluene in thinners; ethyl or butyl acetate in removers), required personal protective equipment, ventilation standards, and staff training requirements.

Department shall develop a consumer education program, present guidelines to local health officers and environmental health departments, create resource lists for ventilation equipment and financial assistance, and develop website links to county HNSR programs.

Department must consult with Division of Occupational Safety and Health, State Department of Public Health, and State Board of Barbering and Cosmetology when developing guidelines.

State Board of Barbering and Cosmetology may remove HNSR recognition from salons found in violation of state regulations.
