• Establishes the Broadband Build-Out Completion Account as a new account within the California Advanced Services Fund to fund infrastructure projects in unserved areas.

• Authorizes the Public Utilities Commission to collect an additional $100,000,000 on or after January 1, 2017, through December 2020 (up to $25,000,000 per year) for deposit in the new account.

• Requires the commission to disburse funds through a fair and open competitive bidding process, with priority to projects serving the maximum number of unserved households.

• Specifies that broadband service recipients must offer internet speeds of at least 10 Mbps downstream and 1 Mbps upstream, plus voice service meeting federal standards.
