Creates "Imagine" specialized license plates featuring an image of John Lennon and the word "Imagine" under the numerical series, with the Department of Food and Agriculture as the sponsoring agency.

Establishes the Imagine Account within the Specialized License Plate Fund to receive additional revenue from these license plates, continuously appropriated to the Department of Food and Agriculture without regard to fiscal years.

Directs the Department of Food and Agriculture to allocate Imagine license plate revenue to a nonprofit organization for the exclusive purpose of funding grants to local food banks to help end hunger in California.

Requires the Department of Food and Agriculture to determine food bank eligibility requirements, develop program specifics, and provide oversight; limits the selected nonprofit organization to using no more than 5 percent of received moneys for administrative costs.

Allows the Department of Food and Agriculture to contract with entities, including nonprofit organizations, to provide advice, consultation, and administrative services for implementing and administering the Imagine program.
