Requires electrical and gas corporations to develop programs providing incentives and assistance to corner store owners to reduce energy bills through conservation, energy efficiency improvements, and placement or replacement of free or low-cost energy-efficient refrigeration.

Programs must prioritize low-income or lower-income areas (households with annual incomes up to 400 percent of federal poverty level), areas with limited access to healthy food including food deserts, and communities with higher rates of diet-related diseases.

Requires participating corner stores to agree to sell fresh produce and other healthy foods for a minimum of three years as a condition of participation.

Mandates each electrical and gas corporation to consult with store owners, product vendors, refrigeration manufacturers, and the Office of Farm to Fork in designing programs and submit proposals to the Public Utilities Commission by January 1, 2018, with commission authorization or denial by July 1, 2018.

Authorizes the commission to fund programs through overcollections from the CARE program, Energy Savings Assistance Program, and other energy efficiency funds subject to commission oversight.
