Requires health facilities to obtain written acknowledgment from each patient that they have received information about drugs at discharge or under other specified circumstances, including use, storage, precautions, warnings, and compliance directions.

Allows pharmacists to substitute an interchangeable biological product for a prescribed biological product if the prescriber does not indicate "Do not substitute" and the patient cost is equal to or less than the prescribed product.

Requires pharmacists or their designee to document within five days the specific biological product dispensed to a patient and communicate this information to the prescriber through electronic systems or other means.

Requires pharmacists to inform patients orally or in writing of harmful effects of prescription drugs that pose substantial risk when combined with alcohol or may impair ability to drive, as determined by the State Board of Pharmacy.

Specifies that no state reimbursement is required because any local agency costs result from creating a new crime or changing criminal penalties.
