Allocates up to $200,000,000 from the Greenhouse Gas Reduction Fund to the Department of Forestry and Fire Protection for activities that reduce greenhouse gas emissions caused by uncontrolled forest fires, including vegetation management and forest overgrowth reduction.

Authorizes the department to use funds for payments to local governmental entities conducting fire prevention activities, incentives for private parties to reduce wildfire risk or intensity, and partnerships between the department and federal government for managing federal forest lands.

Requires the department to develop an accounting system demonstrating that each funded project will provide long-term greenhouse gas emissions reductions and to prioritize projects based on specified cobenefits including watershed health, biodiversity, rural economies, material beneficial uses, and public safety.

Mandates that any person or entity receiving funding for forest land treatment or thinning must use uneven-aged forest management practices for all future timber operations.
