Authorizes the State Board of Equalization or counties to collect cash payments from medical cannabis-related businesses on behalf of state agencies including the Department of Consumer Affairs, Department of Food and Agriculture, Employment Development Department, and others through formal agreements.

Requires county participation to be approved by both the board of supervisors and the county tax collector or treasurer-tax collector before entering into collection agreements.

Allows the State Board of Equalization and counties to retain up to 10% of collected regulatory fees as continuous appropriation for collection costs, or up to 10% of fines and penalties upon legislative appropriation.

Permits state agencies to impose an additional cash collection fee up to 10% to cover costs of processing and securing cash payments, as jointly determined by the agency and collecting entity.

Requires all agreements to specify that collected funds be transmitted to the State Treasurer for deposit into the appropriate state funds and accounts, with administrative costs capped at 10% of amounts collected.
