Adds food preparation needs to the list of recurring special needs eligible for the existing $10 monthly allowance per recipient in the CalWORKs program.

Establishes a new monthly special diet allowance of $20 or actual verified expenses (whichever is greater) for recipients with diet-related food needs caused by a permanent or temporary medical condition, other than pregnancy.

Allows verification of medical conditions by physicians, dentist, physician's assistants, nurse practitioners, or other qualified health care providers, rather than requiring only licensed physicians.

Specifies that the continuous appropriation from the General Fund for CalWORKs shall not apply to costs of implementing this bill.

Provides that if the Commission on State Mandates determines the bill imposes state-mandated costs on local agencies, reimbursement shall be made pursuant to established statutory procedures.
