Authorizes student members of the Student Aid Commission to serve up to one additional year after their two-year term expires if the Governor has not appointed a successor.

Requires qualifying institutions to waive tuition (up to the maximum Cal Grant award amount) for student members who are not Cal Grant recipients, as a condition of participation in the Cal Grant program.

Requires the Student Aid Commission to notify appropriate student organizations at least three months before a student member vacancy expires and provide opportunity to submit nominee lists.

Removes the requirement that students meet subdivision (d) of Section 69510 qualifications during any extended one-year service period.
