Amends the definition of "full time" for teachers in the State Teachers' Retirement System to require collective bargaining agreements specify which courses are subject to the 875-hour requirement for community college instructors in adult education programs, effective for agreements entered into, extended, renewed, or amended on or after January 1, 2017.

Requires each collective bargaining agreement or employment agreement to specify the number of hours of creditable service that equals "full time" for each class of employee subject to the minimum standards.

Establishes that instructors not subject to the 875-hour requirement for community college adult education programs are instead subject to either 525 instructional hours per school year (part-time instructors) or 175 days/1,050 hours per year (other employee classes).

Mandates employers submit copies of agreements to the retirement system electronically in a secure format on or before July 1 or the agreement's effective date, whichever is later, and that agreements make specific reference to this section.
