Requires California State University (CSU) to participate in regional workforce coordination conversations under the Federal Workforce Innovation and Opportunity Act, and requests University of California (UC) to do the same

Mandates CSU and requests UC to submit a report to the Legislature by January 1, 2018 on efforts to increase degrees aligned with regional labor demands

Requires CSU and requests UC to identify barriers to addressing regional workforce needs and describe progress needed to overcome them

Establishes legislative intent for UC to continue educating top students with high-quality professional degrees while CSU educates the majority of undergraduate students
