Prohibits the sale of devices intended to deliver nonnicotine products in vapor form to be directly inhaled by users under 18 years of age (or under 21 if Senate Bill 151 is enacted).

Exempts FDA-approved drugs and medical devices from the prohibition.

Establishes fines for violations: up to $500 for first violation, $1,000 for second violation, and $1,500 for third or subsequent violations (all classified as infractions).

Creates a contingency provision where the age threshold changes to 21 if SB 151 of the 2015-16 Regular Session is enacted and becomes effective.

Clarifies that no state reimbursement is required to local agencies or school districts under the California Constitution for costs related to this new infraction.
