Requires the Imperial Irrigation District to provide continuous net energy metering service to eligible customer-generators who submitted applications, executed contracts, or contracted to purchase solar homes before July 19, 2016.

Mandates the District provide net metering to the Department of Corrections and Rehabilitation for renewable generation facilities with bids awarded on or before July 19, 2016, without applying the standard 5% capacity cap.

Requires the Imperial Irrigation District to notify eligible customers within 15 days and complete interconnection and enrollment within 60 days of receiving completed applications.

Declares the District may charge service fees or assessments to pay for the program, exempting the state from reimbursement obligations under the state-mandated local program provisions.

Takes effect immediately as an urgency statute to ensure expedited net energy metering service for eligible customer-generators in the District's service territory.
