Extends tuition and fee waivers to surviving spouses and children of law enforcement or fire suppression employees who died from industrial injuries or illnesses arising from their duties, in addition to those killed in the performance of duties.

Applies waiver to the University of California, Hastings College of the Law, California State University, and California Community Colleges.

Requires surviving children of contractors to be enrolled as undergraduates at UC/CSU or community college students and meet Cal Grant B income and asset limits.

Excludes security guards and security officers from contractor definition and clarifies "surviving child" to include natural, adopted, and qualifying stepchildren.

Requires the state to reimburse local agencies and school districts for any costs mandated by this legislation, as determined by the Commission on State Mandates.
