Expands exemptions to California's unsafe handgun prohibition to include specified state and local agencies (parks, fish and wildlife, probation departments, school districts, etc.) and their sworn members who complete firearms training prescribed by the Commission on Peace Officer Standards and Training.

Prohibits licensed firearms dealers from processing sales or transfers of unsafe handguns between exempt persons and non-exempt persons.

Requires persons obtaining unsafe handguns under the new exemptions to lock the handgun in a vehicle's trunk, locked container, or permanently affixed locked container when leaving it unattended in a vehicle, with exceptions for peace officers in immediate duty situations.

Makes violations of the vehicle storage requirement an infraction punishable by a fine not exceeding $1,000.

Specifies no state reimbursement is required to local agencies for costs related to the creation of this new infraction.
