Requires towing companies and operators to possess written documentation prior to arriving at or upon arriving at a scene, including the caller's name and phone number, vehicle information, date and time, and the person who obtained the information, with varying requirements based on who summoned them (vehicle owner, motor club, or law enforcement).

Specifies that businesses taking possession of vehicles from tow trucks during business hours must document the towing company information, tow truck operator's identification (driver's license number, motor club ID, or other government identifier), vehicle details, and date/time of possession.

Requires businesses taking possession of vehicles when closed to the public to document the vehicle information, date and time first observed, and make reasonable efforts to contact the towing company and vehicle owner/operator to obtain towing company details.

Removes the requirement that businesses taking possession of vehicles when closed obtain specified information from the towing company by the next day.

Establishes that willful violations by towing companies, operators, or businesses are misdemeanors punishable by fines up to $2,500 and/or up to three months in county jail.
