Requires revenues from the federal National Highway Freight Program (established by the Fixing America's Surface Transportation Act) to be allocated for Trade Corridors Improvement Fund projects approved by the California Transportation Commission.

Expands eligible projects to include rail landside access improvements, landside freight access improvements to airports, and capital and operational improvements for trucks and border crossings.

Changes planning consultation requirements to include the California Sustainable Freight Action Plan of July 2016 and applicable port master plans, while removing references to the State Air Resources Board's Sustainable Freight Strategy and statewide port master plan.

Requires the California Transportation Commission to adopt amendments to the Trade Corridors Improvement Fund guidelines by April 1, 2017, while evaluating projects based on velocity, throughput, reliability, and congestion reduction.

Maintains requirement that funded projects demonstrate supplemental funding from local, federal, or private sources at least equal to the state contribution.
