Requires the State Department of Public Health to notify patients whose names appear on the Ken Maddy California Cancer Registry before any researcher contacts them.

Notifications must include information about the cancer registry, how patient records are obtained, how information is used, and the department's authority to release confidential patient information to researchers and other entities.

Patients must be informed of their right to refuse participation in research studies and to request that their contact information be withheld.

Notifications must be distributed cost-effectively (including by email) and at no cost to patients.

The department shall adopt regulations as needed to implement these notification requirements under the Administrative Procedure Act.
