Reduces the approval timeline for residential or mixed-use development projects from 180 days to 120 days after environmental impact report certification by the lead agency.

Maintains the existing 90-day approval timeline for projects where at least 49% of units are affordable to very low or low-income households and specified financing conditions are met.

Reduces the approval timeline for responsible agencies (except the California Coastal Commission) from 180 days to 90 days for residential or mixed-use projects with less than 50% nonresidential square footage.

Defines qualifying development projects as either residential-only or mixed-use developments where nonresidential uses are limited to less than 50% of total square footage and neighborhood commercial uses.

Exempts the state from providing reimbursement to local agencies for implementation costs under Article XIII B of the California Constitution.
