Requires state departments, University of California Regents, and California State University Trustees to prepare and submit reports by January 1, 2018 on greenhouse gas emissions associated with emissions-intensive products (cement, flat glass, iron/steel, rolled shapes) used in infrastructure projects costing $1,000,000 or more.

Emissions reporting must account for greenhouse gas emissions from both product manufacturing and transportation from the manufacturing site to the project site.

Mandates that as of January 1, 2018, all three entities incorporate greenhouse gas emissions data into procurement processes and bid specifications to procure emissions-intensive products with the lowest greenhouse gas emissions profile that meet state quality and safety standards.

Reporting requirements become inoperative on January 1, 2021 under the Government Code sunset provision.

Implements Governor Executive Order B-30-15 directive for state agencies to use full life-cycle cost accounting in infrastructure investments and reduce greenhouse gas emissions.
