Requires the State Coastal Conservancy to develop a program providing loans or grants to private low-cost coastal accommodations in exchange for easements or legal instruments ensuring continued public benefit provision.

Creates the Low-Cost Accommodations Program Account within the State Coastal Conservancy Fund to receive and hold appropriated funds from public and private sources.

Directs the conservancy to develop a document listing potential low-cost accommodations projects by coastal region in consultation with the California Coastal Commission, Department of Parks and Recreation, and other coastal public landholders.

Requires the California Coastal Commission to refer to the low-cost accommodations project list when reviewing coastal development permits affecting accommodation availability and when allocating in-lieu public access fees.

Mandates the commission provide the document to local governments with local coastal programs.
