Extends the Acupuncture Board's operation and authority to appoint an executive officer from January 1, 2017 to January 1, 2019.

Deems acupuncture educational programs approved by the board prior to January 1, 2017 to have approved curricula if approval was not revoked and curriculum has not changed.

Replaces board standards for foreign education with a credential evaluation service system requiring applicants to submit documentation to board-approved evaluators.

Requires credential evaluation services to meet specified standards including membership in nationally recognized foreign credential evaluation associations, reevaluation every five years, and detailed evaluation reports in English.

Authorizes the board to require additional education, training, or testing for applicants with evaluated foreign education that is insufficient to meet licensure requirements.
