Extends the operation of the Board of Behavioral Sciences until January 1, 2021, rather than the previously scheduled repeal date of January 1, 2017.

Board composition remains unchanged: two licensed clinical social workers, one educational psychologist, two marriage and family therapists, one professional clinical counselor, and seven public members appointed by the Governor and legislative leaders.

Requires board members (except public members) to have at least two years of professional experience and reside in California, with four-year terms and per diem compensation.

Maintains the board's authority to appoint an executive officer and establish the Behavioral Sciences Fund to support licensure and enforcement activities for the regulated professions.

Board remains subject to legislative review upon the repeal of these provisions on January 1, 2021.
