Extends the Court Reporters Board of California's operation and authority to appoint personnel until January 1, 2020 (previously set to expire January 1, 2017).

Increases the renewal fee limit for shorthand reporter certificates from $125 to $250 annually.

Establishes the Transcript Reimbursement Fund as a continuously appropriated fund to be transferred $300,000 annually from the Court Reporters' Fund to provide shorthand reporting services to low-income civil litigants.

Limits annual disbursements from the Transcript Reimbursement Fund to pro se litigants to $75,000 per year and $1,500 per case, and prohibits vexatious litigants from receiving reimbursements.

Requires the board to submit a report to the Legislature by November 1, 2018, analyzing the fiscal condition of both funds and recommending alternative funding sources for indigent litigant transcript services.
